SUMMARY:JPI Urban Europe at WUF9: Networking Event
DESCRIPTION:Networking Event: The value of City-City Partnerships for Implementing the New Urban Agenda \nThis event is from 9:00am to 11:00am on 11 February 2018. (Local time) \nOrganised by JPI Urban Europe and URBAN-EU-CHINA \nFor implementing the New Urban Agenda\, partnerships with strong commitments and cooperation on all scales\, from local to global are required. Bi-lateral and multilateral partnerships between cities can enhance international support for effective and targeted capacity-building to support national plans to implement the NUA and SDGs. Exchange and co-creation of knowledge\, technologies and experiences regarding sustainable city services and infrastructures offers promising prospects for addressing issues of urban planning\, environment\, health\, water\, transport\, ICT\, hazards\, resilience and disaster risk reduction\, and improving the well-being of citizens. \nWith city-city partnership we understand the “triple helix” of university\, industry and local government relations. This model has become very popular for cooperative innovation in the last two decades. The helix is used as an image to illustrate a complex network of relationships\, facilitating dynamic co-creation and respecting links\, flows and backflows between partners. More recently\, the term “quadruple helix” has been used\, in which the fourth helix is represented as civil society becoming involved in the innovation process. \nAim\nThe main aim of this session is to assess the framework conditions for dedicated\, committed and successful triple/quadruple helix city-city partnerships for implementing the NUA. The discussions will be framed by presentations of examples for city-city partnerships aiming at exchanging knowledge\, mutual learning and capacity building of projects funded by JPI Urban Europe and the experience of URBAN-EU-CHINA’s partners. Besides presentations the following questions will be addressed with active participation of the audience: \n• How can global partnerships contribute to the mobilisation towards\na common vision on sustainable urban development? \n• How can global triple/quadruple helix city partnerships foster\ncapacity building/knowledge creation for implementing the NUA? \n• What framework conditions are required to allow global\npartnerships among cities to be successful? \nSpeakers\nSigrun Kabisch\, UFZ Leipzig\, Germany\, JPI Urban Europe Scientific Advisory Board\nBernhard Müller\, IOER\, Dresden\nCAO Buyang\, Tongji University\, Shanghai\nGabriela Viale Pereira\, Danube University Krems; JPI Urban Europe Project SmartGov\nWU Changhua\, President of China Redesign Hub and Vice Chair of World Green Design Organisation\nKristian Mjøen\, Trondheim Municipality\, Norway \nContact\nJohannes Riegler\njohannes.riegler@ffg.at \n

SUMMARY:Peer eXchange and Learning (PXL) workshop on Multi-level Governance for RIS3
DESCRIPTION:Smart Specialisation strategies (RIS3) have mostly been designed at regional level. Though the centrality of regional governments is not questioned\, there is an emergent reflection on the role of sub-regional governments in the RIS3 policy cycle. On the one hand\, there is a normative discourse on the desirability of integrating sub-regional governments in order to improve the governance of Smart Specialisation (S3). In this discourse\, entrepreneurial discovery processes can be developed in more diverse constellations of actors if regional governments collaborate with sub-regional ones. On the other hand\, some sub-regional governments (e.g. city councils\, provincial governments\, county administrations) as well as other territorial organisations with competencies on regional development have developed their own RIS3\, generating the need for ex-post coordination. \nThe PXL workshop on multi-level governance for RIS3\, planned for 12th April\, is part of a new series of peer review workshops. It is organised by the S3 Platform in co-operation with the Basque Government and Orkestra-Basque Institute of Competitiveness. It brings together national\, regional and sub-regional policy makers from EU countries\, representatives from the European Commission and researchers on the field. The aim is to explore the coordination among different level of governments within the RIS3 governance. \nThis workshop will be based on the PXL methodology developed by the S3 Platform. The PXL exercise will explore opportunities and challenges related to multi-level governance aspects in the RIS3 context. \nFurther details and registration\nRegistration for the event (external link)

SUMMARY:Transport Research Arena 2018
DESCRIPTION:Digitisation\, Automatisation and Decarbonisation are major trends that will drastically change the way we live\, work and use mobility and transport in the future. Under the heading of “A digital Era for Transport”\, the Transport Research Arena 2018 (TRA 2018) to be held on 16-19th April in Vienna\, Austria\, will explore\, discuss and demonstrate these major paradigm shifts specifically directed at important areas of our life\, such as transport\, mobility\, logistics and industrial production. \nSession hosted by JPI Urban Europe:\nWhat is the transnational learning potential in MaaS?\nExploring the JPI Urban Europe approach to urban integrated mobility (working title) \nJPI Urban Europe supports a transnational dialogue and development forum for Mobility as a service (MaaS) and integrated mobility and integrated mobility issues. The session will be in the form of a workshop to discuss the JPI Urban Europe White Paper on MaaS articulate priorities\, state of the art\, and opportunities for transnational exchange among urban regional actors across Europe as well as industry and R&I in the field of urban mobility. The purpose is to shape input for as well as mobilise actors for a strategic joint innovation project call and/or JPI Urban Europe joint call on Urban Accessibility and Connectivity. \nMaaS and integrated mobility\, accessibility and connectivity in urban areas requires innovation not only on the technical side but pertinently in learning and knowledge among a diverse set of mobility actors such as planners and managers\, SMEs\, and not least clients and customers.\nUrban areas and functional regional systems traverse different types of administrative boundaries\, technologies (digitalisation) and service providers even more so in terms of transnational and global ‘reach’. Not least are both public and commercial business models both challenged and stimulated to evolve along with a current general societal digitalisation transition and restructured urban innovation ecosystems in the surge of emerging new urban economies in Europe. \nContact persons for the session\nJonas Bylund\, JPI Urban Europe\, Management Board\, Research and Innovation Officer\, e-mail\nArjan van Binsbergen\, JPI Urban Europe\, Management Board\, Joint Calls Officer\, e-mail \nRead more\nTransport Research Arena 2018 \n

SUMMARY:Digital transition meets participatory governance
DESCRIPTION:29 May 2018\, CEMR Conference Centre\, Brussels – Stakeholder Workshop \n• What does digital transition mean for urban planning and participation?\n • What experiences exist in ICT-enabled open governance?\n • How to improve knowledge\, regulations and funding mechanisms across all levels of governance? \nCEMR and smarticipate partners invite you to discuss in a stakeholder workshop the questions above\, share your experience and find out what next steps are available to your city or region. This event is entirely free of charge or fee. \nWe want to bring together voices from local and regional governments\, academia\, national and EU level\, as well as connect different communities active in the field\, such as EU Urban Agenda Digital Transition partnership\, JPI Urban Europe\, EIP-SCC Citizen Focus\, Digital Social Innovation and others. \nCEMR: new initiative on open government\nThe Council of European Municipalities and Regions (CEMR) represents the interests of European local authorities and their associations in more than 40 countries. It promotes citizenship and exchange between elected representatives. Together with its members and in close cooperation with the Congress of Local and Regional Authorities of the Council of Europe\, CEMR is embarking on a new initiative to address open government and e-democracy. Your say will be important in further shaping the focus of this initiative. \nSmarticipate: learning with London\, Hamburg and Rome\nWhat if every citizen had access to the same information as their local government? The smarticipate project aims to use open data to make this a reality\, giving citizens the information needed to help shape their city. By making data accessible and understandable\, citizens are empowered to give input on new public services and solutions to urban problems. As project partners\, London (Royal Borough of Kensington and Chelsea)\, Hamburg (Free and Hanseatic City of Hamburg) and Rome (the City of Rome) are closely involved in the creation of a web platform that enables interested citizens to support the decision making process. The project acts as a learning journey towards a more participatory form of governance and will hold its final conference in Vienna on 7-8 November 2018. \nWorkshop programme and registration\nMore information on the stakeholder workshop programme and registration
