SUMMARY:Making Climate Services a Reality in Europe
DESCRIPTION:Making climate services a reality in Europe is a two-day conference that will bring together 100+ climate researchers\, policy-makers and industry experts as well as city and regional actors to showcase how climate data can serve both cities\, regions and business. The conference will focus on climate services for energy\, mobility\, future cities\, health\, agriculture\, water\, tourism and disaster risk reduction. \nThe conference begins on 13 November at 12:00 (CEST) with lunch at the marketplace\, closely followed by the opening session. Different topics will be discussed throughout the afternoon. The day concludes with a reception at the marketplace until 19:30. On 14 November\, the guests should arrive by 9:00 am for new rounds of thematic sessions. How can cities and national stakeholders contribute to high-quality Baukultur\, and what does it mean? What are the synergies in public space dilemmas\, and how can they contribute to more liveable urban areas? However\, addressing one issue or challenge in an urban context might have negative effects in another area. High-quality Baukultur can lead to well designed and lively cities and villages equipped to meet changing social requirements\, while preserving their historical character. How can you contribute to high-quality Baukultur in urban areas?\nPeter Dalsgaard\, Professor of Interaction Design at Aarhus University. Peter explores the use and design of digital systems from a humanistic perspective. On the practical side of things\, he explores how we can use these insights to develop new interactive systems that support and augment creative work\, often in collaboration with external partners in industry and the public sector. Peter is the Principal investigator of PLACED (Place- and Activity-Centric Digital Library Services) which is part of the JPI Urban Europe ENSUF call. PLACED introduces a new type of place- and activity-centric digital library services. Whereas library services typically focus on providing access to a collection of media\, PLACED services support activities.\nBarbara Goličnik Marušić is Head of research at the Urban Planning Institute of the Republic of Slovenia\, leading and coordinating the interdisciplinary research programme Spatial planning. She holds a PhD in landscape architecture and is mainly involved in multidisciplinary projects concerned with sustainable development\, quality of living and environment-behaviour issues in the context of urban planning and design. Barbara is part of the project C3PLACES (JPI Urban Europe ENSUF call) which uses information and communications technology (ICT) for co-creation of inclusive public places. The project uses a Urban Living Lab approach and is present in Crema (Italy)\, Ghent (Belgium)\, Lisbon (Portugal) and Vilnius (Lithuania). The aim is to advance knowledge on the interactions among public spaces\, urban design\, sociology and behaviour research on the one hand- and ICT on the other. SUMMARY:JPI Urban Europe session at United Cities and Local Governments World Congress\, Durban
DESCRIPTION:This year’s World Summit of Local and Regional Governments is strongly focussed on the implementation of UN’s Agenda 2030 and the Climate Agreement. JPI Urban Europe will discuss with participants how experimental methods in R&I projects\, such as Urban Living Labs\, can contribute to achieving global goals and targets. \nIn the session („Urban Living Labs: Experimenting for Sustainable Urban Development“)\, a key note presentation will point out the key aspects of ULL and experimenting in urban areas. Furthermore\, Sigrun Kabisch (Chair of the JPI UE Scientific Advisory Board) will introduce the relevance of R&I for implementing the Agenda 2030 and UN-Habitat’s New Urban Agenda. Projects from the Making Cities Work and ENSUF will highlight their experiences with experimental method to contribute to sustainable urban development and implementing global strategies. Puppim de Oliveira is a faculty member at the Getúlio Vargas Foundation (Rio de Janeiro and São Paulo) and also teaches at Fudan University (Shanghai) and Universidad Andina Simón Bolívar (Quito). His research and policy interests concentrate in patterns of governance\, institution building and policy implementation at different levels\, looking at how global and national institutions are interlinked to local governance and action. His experience comprises research\, consultancy and policy work in more than 20 countries in all continents. José manages the IFWEN (Innovation in Food-Water-Energy Nexus)-project\, part of the SUGI call. The project develops a framework and tools to assess changes in Food-Water-Energy Nexus (FWEN)\, their related trade-offs and the building of innovative capabilities in cities for developing solutions to FWEN and manage Green and Blue Infrastructure at the urban level.\n\n\n\n\n\n\n\n\nElin Andersdotter Fabre (@elinafabre) is a political scientist and Program Director for the Sustainable Cities Program at independent think tank Global Utmaning/Global Challenge (@GlobalUt). She recently finalized the #UrbanGirlsMovement project which has assessed and gathered lessons learned in cities globally and connected them to improving liveability for girls locally in Botkyrka\, Sweden. In #UrbanGirlsMovement Botkyrka\, local girls took  lead as “place experts” in re-designing public space together with researchers\, professionals and the city administrations- with results demonstrating sustainability thinking that caters to all citizen groups. The toolbox and report from the project has been handed over to Sweden’s Minister of Equality and to UN Habitat. Elin has previously worked with policy development and advocacy within the framework of the UN’s new development agenda focusing on sustainable urban development. She has a broad experience of work on development issues – democracy\, human rights\, gender equality and security from the UN\, the Government Offices in Sweden and civil society. \n\n\n\n\n\n\n\n\n(Rapporteur) Margit Noll is Chair of the Management Board of JPI Urban Europe since 2015. She has been involved in the development of the JPI Urban Europe from the beginning in 2009 and is in charge of the strategic development and the implementation of the programme\, comprising international outreach\, establishment of strategic partnerships and of a stakeholder involvement. SUMMARY:Soil and the SDGs: challenges and need for action
DESCRIPTION:Soil and the SDGs conference is organised on behalf of the European Commission\, and it is an opportunity for policy makers\, public institutions\, researchers\, industry and civil society to come together to exchange knowledge and practices on the implementation in the EU of soil and land-related SDGs\, and particularly the Land Degradation Neutrality target. \nDuring this one-day conference with a rich agenda\, we will first address the challenges related to soil and land degradation in the EU and then we will explore the opportunities for urgently needed action. Throughout the day\, representatives from the EU institutions\, the European Environment Agency\, the scientific community and the United Nations Convention to Combat Desertification will provide insights on the issue from different perspectives. SUMMARY:Special Session: Building Collective Intelligence to Support Local Governments
DESCRIPTION:On December 10\, 2019 the Urban Europe Research Alliance (UERA) in collaboration with JPI Urban Europe\, PED Programme of the SET-Plan Action 3.2 on Positive Energy Districts\, the Action Cluster Integrated Planning\, Policies and Regulation of the European Innovation Partnership on Smart Cities and Communities\, SCC-01 project Smarter Together and STARDUST\, European energy award\, and Tuscan Organisation of Universities and Research for Europe host a special session at the Smart and Sustainable Planning for Cities and Regions Conference 2019. The session goes under the theme Societal\, Research and Innovation Challenges in Integrated Planning and Implementation of Smart and Energy-efficient Urban Solutions and has the focus How to Support Local Governments in Italy and across Europe? \nThe event aims to bring together a wide range of key stakeholders around integrated planning and implementation of smart and energy-efficient solutions in cities\, to discuss not only how the efforts to make cities more sustainable can be stepped up and bring about wider replication in the next years\, but also which agenda for resarch and innovation should be defined in order to build more collective intelligence and transformative capacity supporting local governments\, not only under Horizon Europe but also under national Research and Innovation agendas and under JPI Urban Europ’s Strategic Research and Innovation Agenda 2.0 (SRIA 2.0). \nWhat can we learn from the experiences of lighthouse and similar projects? Anna Lisa Boni has been secretary general of EUROCITIES since June 2014 and she has more than 25 years of professional experience in EU public affairs in the field of local and regional government. She has successfully worked for a stronger recognition of cities’ challenges within the European agenda. Anna Lisa has a Masters degree from the University of Bologna in political science\, and from the University of Leuven in European studies\n\n\nKatarina Larsen\, researcher at the Royal Institute of Technology in Stockholm where she studies science\, technology\, innovation  and organisational studies of knowledge production. Recent work has focused on analysis of university-industry relations and narratives of sustainable urban futures and renewable energy. Katarina works with the JPI Urban Europe ENSCC (The ERA-NET Cofund Smart Cities and Communities) call to synthesise the project results and their impact for cities.\nJamal Shahin is a part time Research Professor at the Institute for European Studies (Vrije Universiteit Brussel) and part time Assistant Professor at the University of Amsterdam\, and holds a PhD in Politics. He lectures on European Studies and is very interested in the relationship between science and society\, and has carried out research on how to optimise dialogue between disciplines\, to ensure relevant and useful research can help critique\, design and improve policy. He works with PARENT (Participatory platform for sustainable energy management)\, part of the JPI Urban Europe ENSCC call. DESCRIPTION:EDIT: Click here to listen to the recording of this webinar. \nPoint of departure..\nIn the current digital transition\, urban governance may risk implementing suboptimal or segregating technical solutions unless city administrations work with capacity building in public innovation governance and integrated urban planning to expand the current policy scope in many urban digitalisation efforts to include issues such as poverty\, gender\, education\, and marginalised neighbourhoods. Urban governance has an increasingly networked character (in contrast to the ‘government’ ideal in the 20th Century). In general urban governance processes are ‘flattening out’ an assuming a less vertically hierarchical structure\, this is occurring at different paces with varying dynamics depending on the different regions. Inevitably\, it leads to the decentralisation of power. (Source: SRIA 2.0) \n​The quality of urban places in cities is typically not the product of a single intervention but results from the accumulation over time of a complex combination of factors\, behaviours\, and decisions from multiple stakeholders. Cities and urban areas in general attract people and create positive effects out of agglomeration\, density\, and diverse and intersecting infrastructures and facilities. There are risks involved and increasingly wicked problems around congestion and accessibility\, loss of identity or demand/waste of natural resources. Urban areas may succumb to conflict and clashes between powers\, mismanagement of transportation flows and existing tensions. Increased spatial and social inequalities between different types of urban areas may be caused by increasing economic polarisation\, segregation and gentrification dynamics\, suburban sprawl\, and shrinking cities (SRIA 2.0\, p. 24). \nThe interactions between food\, water and energy are of great interest to policy\, science and the society at large\, today and even more so in the upcoming decades. Challenges connected with population increase and food shortages\, scarce water and insufficient energy resources needs solutions. Health and welfare can be supported through well-conceived and managed urban built environments and communities. BlueHealth is a pan-European research initiative investigating the links between environment\, climate and health and focuses on water-based environments in towns and cities. It is funded by the European Union’s Horizon 2020 programme\, read more here. \nAli Hainoun: Ali works as senior scientist and energy systems analyst at the Austrian Institute of Technology. He is involved in numerous research activities and international projects on sustainable development\, mitigation and decarbonisation of urban energy systems. SUMMARY:Urban Lunch Talk #13: Taking action on the resilience-robustness dilemma
DESCRIPTION:Is it time to move “beyond the smart city”- and what does that mean in practice? Does the “smart and resilient city” stand tall in various types of societal crisis? Listen to this talk and explore urban robustness together with guests from around Europe and across sectors!\n  \nPoint of departure:\n‘Urban areas and policy are challenged not just with resilience in a technical sense\, but with the robustness of their ethical value base around democracy and human rights by increasing turbulence and shifting grounds in terms of climate as well as societal dynamics. Whereas resilience de- notes the capacity to recover\, robustness focus on the sturdy and healthy ‘baseline’ of urban settings as a pre-condition for sustainability as well as for sound resilience in crisis-management.’ (SRIA 2.0\, p 22) \nFrom an urban planning perspective\, access to data and information is generally insufficient to plan cities effectively. Urban science can inform and support existing planning processes and that usually means partnerships between different stakeholders. Is smart replacing sustainability as the desired end goal or does smart facilitate the realisation of more sustainable cities? The idea of ”Moving beyond the smart cities” has been aired and interpreted in more contexts lately. For example in the spreading of “Baukultur”: the focus on human needs\, cultures and identities to establish a more livable environment for everyone. We also saw it in the Finish presidency to the EU: \n‘(…) the Finnish Presidency aims to go ‘beyond the smart city’\, re-focusing the perspective from a technology-dominated approach to a human-centric and more holistic approach to a digital city. (…)’  (See p. 4) \nAt the same time\, policy briefs and texts tend to refer to levels of action in terms of “city level”\, “national level” and “EU-level”. But what is the added value of also addressing the “neighbourhood-level” as point of action? This perspective has been aired by JPI Urban Europe before and also by the Leipzig Charter 2.0 that is under development. On this topic\, there are also voices pointing out matters of both participation and representation: “My fear is that smart cities end up benefiting the elite white men (…)” (Catherine D’Ignazio\, Massachusetts Institute of Technology). The ‘New Urban Science’ agenda is closely aligned with local development activities\, smart cities and digitalisation\, Agenda 2030 and integrated urban development. Is smart replacing sustainability as the desired end goal or does smart facilitate the realisation of more sustainable cities? \nMeet the guests:\n\nVeerle Labeeuw works for Circular Flanders with learning networks and as a partner in the Urban Agenda on Circular Economy. A specific concern is how to cater for safety and security concerns without a widening of exclusive spaces. She is the co-founder of Eutropian\, an organisation providing support with advocacy\, research and policy to support inclusive urban processes. They run various projects related to public space dilemmas\, such as “Open Heritage”\, “New Life to Markets”\, “Generative Commons” and Urbact Com.Unity.Lab: Network of European city administrations. Eutropian recently started a series of webinar with Cooperative City\, “in Quarantine” on how cities in Europe are reacting to the COVID-19 crisis\, also in partnership with the European program URBACT.\nRuth Yeoman is a Fellow at Kellogg College\, University of Oxford\, and an Associate Professor\, Business and Law\, Northumbria University. Ruth initiated The Meaningful City project – a model and a resource for policy innovation and novel organisational practices involving urban dwellers in creating positive meaning in their lives and work. Ruth has also worked with the JPI Urban Europe booklet of policy papers on public spaces that will be pre-launched at this event.\nAksel Ersoy is an Assistant Professor in Urban Development Management at Delft University of Technology\, Faculty of Architecture\, Department of Management in the Built Environment. He is interested in understanding the complex relationship between social and economic transformations taking place in developing economies\, metropolitan cities and the built environment. His research experience has benefitted from a combination of theories and approaches in the discipline of planning\, geography and beyond. Currently\, he works on the governance of ‘the smart city’\, urban resilience\, urban infrastructure and the circular economy.\nMatthijs Hisschemöller\, Senior Researcher & Lecturer at DRIFT for transition and project coordinator for SMART-U-GREEN – Governing conflicting perspectives on transformations in the urban rural continuum. Together participants will discuss issues such as:\n\n\nWhat can the New Leipzig Charter and the EU cohesion policy contribute to resilient cities and regions fit for future?\nWhat are the approaches of JUST\, GREEN and PRODUCTIVE front-runner cities and regions?\n\n\n\nJPI Urban Europe is contributing to the initial kick-off session Future-Proof Cities & Regions – What a New Leipzig Charter Wants to Contribute on 3 September 09.45-12.00. At the heart of this kick-off session are questions such as how to cope with climate change\, increasing social fragmentation\, digitalisation\, new economies and the number of different challenges cities are facing and how to cope with them and what the New Leipzig Charter and its principles could contribute?  We will hear keynotes of VOLKMAR VOGEL\, Parliamentary State Secretary to the German Federal Minister responsible for urban development\, as well as other high-ranking officials and experts.
