SUMMARY:Peer eXchange and Learning (PXL) workshop on Multi-level Governance for RIS3
DESCRIPTION:Smart Specialisation strategies (RIS3) have mostly been designed at regional level. Though the centrality of regional governments is not questioned\, there is an emergent reflection on the role of sub-regional governments in the RIS3 policy cycle. On the one hand\, there is a normative discourse on the desirability of integrating sub-regional governments in order to improve the governance of Smart Specialisation (S3). In this discourse\, entrepreneurial discovery processes can be developed in more diverse constellations of actors if regional governments collaborate with sub-regional ones. On the other hand\, some sub-regional governments (e.g. city councils\, provincial governments\, county administrations) as well as other territorial organisations with competencies on regional development have developed their own RIS3\, generating the need for ex-post coordination. \nThe PXL workshop on multi-level governance for RIS3\, planned for 12th April\, is part of a new series of peer review workshops. It is organised by the S3 Platform in co-operation with the Basque Government and Orkestra-Basque Institute of Competitiveness. It brings together national\, regional and sub-regional policy makers from EU countries\, representatives from the European Commission and researchers on the field. The aim is to explore the coordination among different level of governments within the RIS3 governance. \nThis workshop will be based on the PXL methodology developed by the S3 Platform. DESCRIPTION:Digitisation\, Automatisation and Decarbonisation are major trends that will drastically change the way we live\, work and use mobility and transport in the future. Under the heading of “A digital Era for Transport”\, the Transport Research Arena 2018 (TRA 2018) to be held on 16-19th April in Vienna\, Austria\, will explore\, discuss and demonstrate these major paradigm shifts specifically directed at important areas of our life\, such as transport\, mobility\, logistics and industrial production. \nSession hosted by JPI Urban Europe:\nWhat is the transnational learning potential in MaaS?\nExploring the JPI Urban Europe approach to urban integrated mobility (working title) \nJPI Urban Europe supports a transnational dialogue and development forum for Mobility as a service (MaaS) and integrated mobility and integrated mobility issues. The session will be in the form of a workshop to discuss the JPI Urban Europe White Paper on MaaS articulate priorities\, state of the art\, and opportunities for transnational exchange among urban regional actors across Europe as well as industry and R&I in the field of urban mobility. The purpose is to shape input for as well as mobilise actors for a strategic joint innovation project call and/or JPI Urban Europe joint call on Urban Accessibility and Connectivity. \nMaaS and integrated mobility\, accessibility and connectivity in urban areas requires innovation not only on the technical side but pertinently in learning and knowledge among a diverse set of mobility actors such as planners and managers\, SMEs\, and not least clients and customers.\nUrban areas and functional regional systems traverse different types of administrative boundaries\, technologies (digitalisation) and service providers even more so in terms of transnational and global ‘reach’. DESCRIPTION:Dilemmas and Potentials of Urban Transitions towards Sustainable Urban Futures\nBucharest 24–25 April 2018\n  \nWhat are the urgent challenges in urban transitions/transformations? What are the ‘hardest cases’ in the urban mission? What and how are they defined by different communities and stakeholders? \nThe Agora Strategic Dialogue in Bucharest 2018 is a two-day event with dialogues\, discussions\, co-creation\, and hone the challenge formulation and understanding of the issues involved for European urban R&I on urban sustainability. The overall aim is to connect to UN Agenda 2030 Sustainable Development Goals as well as the Urban Agenda for the European Union. \nWe need your help!\nJPI Urban Europe needs your help to shape the Strategic Research and Innovation Agenda for 2020 and beyond – the ‘SRIA 2.0’. During the implementation of the current agenda 1\, we have learnt a lot on how the transnational European urban innovation ecosystem works. Similar to how the current agenda was co-created2\, we now need your brains\, experiences\, reflections and insights to shape the next generation. \nIf you join us in this endeavour\, it will be an opportunity for you to shape the urban research and innovation agenda for the next five to seven years helping to define themes\, issues\, and approaches – in short: to develop the urban mission! This means sharing experiences of working with urban sustainability and get insights into this by exploring how others cope with the challenges involved in this work.
